Where to go for information?
The first step is to contact the "Secretaría de Extensión Universitaria y Bienestar Estudiantil" or the Department of International Relations (or exchange students).
Most universities in Argentina have agreements with foreign universities. For example, the University of La Plata has intercampus courses called "Castellano para Extranjeros" while the University of Buenos Aires has multiple exchange programs and programs of international cooperation such as "Mutis."
