For foreign students there is a registration form online for the Pontifica Universidade Catolica do Rio de Janeiro :

One can also get information from each university about Portuguese language courses, for example at the Pontifica Universidade Catolica of Rio de Janeiro, the Department of the Arts offer a program called " Portuguese for foreigners " at different levels (beginners until advanced).

The calendar : from March to July and August to December.

For accommodation : shared accommodation, the prices are generally between US $200-250 per month breakfast included. The students must arrive to Brazil with a health insurance.

There are a number of training programs that are offered to foreign students, and in a diverse range of domains. For example the Universidade Federal do Pará (UFPa) in Belém works with universities in South America to protect the environment in a " training program to save the Amazon ".
