The Republic of China is currently opening itself internationally and consequently selects its foreign students. For example, they offer grants to foreign students wanting to learn Mandarin.

Each university signs their agreements on a case by case basis with foreign establishments, therefore you cannot really chose your establishment in Taiwan. However, you can chose your course. Get more information from your establishment.
